Operation Flourish
Operation Flourish works with young people identified by UTurn and schools as being at risk of exclusion, serious violence or county lines. The programme helps them build safer choices and positive relationships with supportive adults, including partners in policing and education.
Who it’s for
Operation Flourish is aimed at young people who:
- Are roughly 11–16 and attending school or college
- Are at risk of exclusion, anti-social behaviour or involvement in crime
- May be on the edge of county lines or criminal exploitation
- Are struggling with behaviour, attendance, relationships or safety in school and the community
Referrals usually come from schools, police, early help, social care and UTurn staff.
What we offer
Intensive 1:1 mentoring
Regular sessions focusing on behaviour, choices, consequences and future goals, delivered in school, at the Hub or in the community.School-based support
Close partnership working with schools to support attendance, engagement and behaviour, including joint planning meetings.Family and carer support
Contact with parents/carers to share insights, offer support and work together to keep the young person safe.Positive activities & structure
Access to UTurn projects, sports and group work that provide routine, boundaries and positive peers.Multi-agency planning
Joint work with agencies such as Essex Police, schools and early help services to create a coordinated support plan.

- Reduce risky behaviours and involvement in violence or exploitation
- Improve relationships with school staff, family and peers
- Increase their confidence, self-control and sense of direction
- Feel believed in, supported and capable of change

For schools and professionals:
- Please use the UTurn referral form and highlight “Operation Flourish”
- We’re happy to discuss potential referrals and suitability before a form is completed
For parents and carers:
- Speak to your child’s school or contact UTurn to talk through your concerns
- We can advise whether Operation Flourish or another project is most suitable
